The Global Connections and Exchange Program has established Internet Learning Centers (ILCs) throughout Bangladesh. Through a competitive application process, schools were selected that best met the criteria for involvement (such as an active community, formation of a Community Committee, equity of access for boys and girls, and a workable sustainability plan). The schools were selected to maximize access by underrepresented groups including: religious minorities, orphans, people with disabilities, and women. ILCs locations were selected to encourage all groups to continue with education.

Schools are arranged into clusters to facilitate local support and collaborations.  Currently, cluster locations include Dhaka, Comilla, Chittagong, Jessore and Rajshahi.  The project includes schools and community-based institutions with a teaching mission.

ILC Core Schools have their own ILC, and serve as hosts for ILC Partner school in their neighborhood.  Typically, each core school works with two or three partner schools.  Additionally, associate schools are involved in the network.  These schools have their own computer laboratory and share in the programming and project aspects of the Global Connections and Exchange Program.
